The proposed eight story residential hall will add 350 beds, totaling 109,000 gross sq. ft., to the existing 650-bed count at CSU. Centrally located in the heart of the Baltimore City campus, the residence tower will support the growing demand for on-campus living. Consigli was brought on board at the same time that the design team was named, allowing our preconstruction team to provide feedback at every design milestone in order to help guide a design that meets Client needs and budget. To overcome challenges on the urban campus, strategies such as early release packages, design-assist approaches and prefabrication will be employed to optimize schedule efficiencies, limit on-site labor and offset supply chain challenges. Utilization prefabrication like bathroom pods, light gauge metal framing, building facades and modular stair systems are several approaches that Consigli has developed with the design team to ensure a successful project delivery.

Interior renovations will include reconfiguration of spaces and installation of floor, wall and ceiling finishes throughout. New mechanical, electrical, plumbing and fire protection systems will also be included. Work includes asbestos abatement, site work, site improvements, selective demolition, concrete work including foundations and slabon-grade, and a new five-story staircase and elevator. Roof edge details and foundation designs have been corrected through the construction of an adjacent dormitory renovation. The project is targeting LEED Silver certification.

The residence hall, constructed of noncombustible materials, features spacious suite-style units with assorted bedroom configurations, one to two bathrooms, kitchenette and living room. It also includes lounges on each floor, a multi-purpose atrium, fitness center, laundry facilities and other amenities.

The project also included geothermal heating and cooling of the building in an environmentally friendly manner.

Located on a tight site, in close proximity to a residential neighborhood and a busy highway, the North Hall project included significant campus infrastructure work. Previously on the site of the main campus parking lot, the project included demolition of the old lot, tree clearing, removal of concrete walks, walls, stairs and fencing and demolition of several existing houses. In addition, a new steam line tunnel was built to tie four buildings on campus together for tel/data and electric needs. Storm water improvements were made around the area of the new residence hall and the site was prepped for cutting and capping gas, drainage and sewer necessities. A new campus gateway was created, and lined with new walkways, stairs and landscaping.

This major renovation involves work in a fully functional and operational aquatic fitness center where Consigli’s experience and expertise was critical in addressing several significant logistical challenges. Access to the underside of the roof structure was built in the first summer of the project. This suspended “dance floor” allowed work to continue throughout the academic year while the pool continued to be used for competitions and training. All existing pool tile will be demolished and a new plaster coating with tile inlay will be installed. The competition pool area will have all new lighting and controls installed as well as new air handling units. The roof and window wall systems will be replaced. Additionally, the facility will be painted. Consigli developed a plan to perform as much work as possible leading up to the summer of 2024 where a significant amount of work will be condensed into the summer shutdown period.

A major component of the project included the installation of structural steel on the inside of an existing space to create a second floor. Additional work included exterior restoration of the red-brick façade as well as new mechanical and electrical systems.

Renovation scope included new restrooms, mechanical support spaces, elevators, two new stairways, walls and finishes; M/E/P, tel/data, communication, security and fire protection services; tie-ins to existing campus utilities; as well as deferred maintenance upgrades and repairs. The interior received a gut rehabilitation and restoration, including partial excavation of the basement floor to enlarge the floor-to-ceiling height and to install a subsurface drainage system. The design also included a narrow addition at the rear for mechanical equipment.

Coordination with multiple historic agencies and archaeologists was required throughout the project. STCC students and staff were engaged throughout the project with internships and hands-on learning opportunities. The project is targeting LEED Silver certification.
